It appears that there is a rule which states that if the referendum is below a 75% turnout the outcome is only valid if there is a clear percentage of above 60% for or against. If the result of a referendum is close and the turn out under 75% then it should go to a second referendum.
On a decision as far-reaching as this a clear majority should, in my opinion, be necessary. Sign up for a second referendum:
