Chennai has a population of 10 million and Delhi of 25 million.
That’s the only difference. The density of beggars on the street will be two and a half times more in Delhi.
Have you ever been anywhere near Delhi’s central rail station and seen the countless thousands of child beggars?
The only reason you see the old begging is because they are not moving around.
That does not inform you of anything other than that.
What I don’t think you’ve appreciated enough is the fact that the authorities now take greater steps to prevent begging in central Delhi. They don’t want city visitors to see this.
